Kelly Tallon Franklin Jan 23, 2025

Kelly Tallon Franklin is a 3x bestselling author, renowned speaker,  sought after trainer, task force chair, coalition and movement founder, social justice advocate and noted expert in Human Trafficking awareness. She has overcome trials and experiences that extend to incarceration, addiction, gang involvement, organized crime and more.  She is also a human trafficking and child exploitation survivor, additionally a domestic violence and spousal abuse survivor.

With over 30+ years in the field, Kelly has inspired and impacted tens of thousands through her mentoring of teams and personal extensive work in policy and community action.

Kelly is the founder and Chief Executive Director at ‘Courage for Freedom’- leading Project Maple Leaf and the #EradicateChallenge, a campaign introduced to spark conversation about the eradication of child exploitation. 

She serves tirelessly  in organizations, NGO;s and government consultancy as an expert witness and justice champion. Kelly is proud to be a Rotarian, and support the efforts of Rotary both Globally and in Canada as an Ambassa

Horacio Pacheco Feb 27, 2025

Mr. Pacheco is the CEO of A.D.C., an Argentine company founded in 1969 & President of ADC Global Innovations LLC  Global an USA Company .He has over 20 years of experience in analytical intelligence, business risk management, and professional services, focusing on preventing transnational organized crime and the global prevention of money laundering and terrorism financing. His expertise spans several domains: human resources, marketing, international trade, law, financial intelligence, strategic and analytical intelligence, geopolitics, and digital business.

Mr. Pacheco is a United Nations Office on Drugs and Crime Program (UNODC) graduate in Vienna, Austria. He has undergone professional training for stakeholders in implementing the UN Convention against Transnational Organized Crime (SE4U) and its Review Mechanism.

He is an expert member of the Global Initiative, an NGO based in Geneva, and serves on the Steering Committee of Net4u Americas, endorsed by the UNODC Civil Society Unit.

He is also an approved member of the Ad Hoc Committee to Elaborate a Comprehensive International Convention on Cybercrime at the United Nations.

Mr. Horacio Pacheco was appointed director and has represented the Argentine IOSI office since 2023. He plays a pivotal role in regional activities, leveraging his extensive knowledge and experience in intelligence. He brings a vast network, expertise, and exceptional skills in intelligence gathering.

Mr. Pacheco holds a degree in Business Administration from the University of Buenos Aires (UBA), School of Economics (1998).

He is a Master of National Defense candidate at the Argentine National Defense University, with his thesis pending since 2017.

He holds a postgraduate degree in the Global Prevention of Money Laundering and Terrorism Financing from UBA’s School of Law (2012), where he was part of the first graduating class.

He attended a Bioterrorism and Technological Security symposium at the Argentine Federal Police Institute (2005).

He completed a postgraduate International Marketing & Trade course at the Bank Boston Foundation International Trade Institute (2002).

Mr. Pacheco has participated in update programs at UCA (Scholarship 2022) and the UN University of Peace & George Mason University (2022).

"Zarlet Ilumina"
Marcela Martínez "Zarlet Ilumina" Mar 27, 2025

Marcela Martínez was born in La Paz, Bolivia. At the age of 10 she joined the Ramna Bolivia Mission. At the age of 14, she was the youngest instructor trained by Sixto Paz Wells. From an early age she maintained two seemingly contradictory constants in her life: a passionate political career and the constant discipline of spiritual development around the Sacred Lake Titikaka.

On June 4, 2012, her world changed drastically when she was confronted with the kidnapping of her daughter Zarlet. For the past 12 years, Mar (as she is affectionately called) dedicated herself to searching for her daughter and gradually prepared for the moment of having her back with her.

As a lawyer, she specialized in the defense of human rights in general and women's and Mother Earth's rights in particular. She also trained in transnational crimes and opened the Social Responsibility Area of her law firm called “Zarlet Ilumina”. From there she promotes the #RedAlertaTempranaZar, to search for missing persons, with more than 18 thousand volunteers, projects for the prevention of human trafficking, training for authorities in victim care and free care for victims of trafficking and violence. 

She is currently a Keeper of the NinaZonko Women's Circle, heart of fire, specializing in healing feminine energy and pain memory of survivors of human trafficking and violence. Mar is also a Master Woman Coach, Master Speaker, Moom Mother, among many other qualifications.

The U.S. Department of State recognized her with the Tip Report Heroes 2024 award for her outstanding work for the freedom of survivors of human trafficking and the search for missing persons. In 2025 she was able to open her Freedom for All Human Rights Foundation.
